Sitting in the drive thru in my 2016z with 2000 miles.
Noticed in the reflection of the bumper in front of me only one headlight was working.
Extremely irritated that I'll likely have to spend a month having the dealer remove and replace my front bumper cover over and over while they throw parts at it.
I'm sure they will try the bulb, ballast and finally assembly before they fix it.
Excited about all the paint damage, broken clips, and misaligned panels.
Is this a common problem?

Have to admit that I've never looked at the back of the headlamp. Do they really have to remove the bumper cover to change the lamp? If so, that is really a stupid design and reinforces my belief that those who design card should also be taught to maintain then. I think sometimes the engineers fail to consider ease of access when designing these things.

I agree. From what i've seen researching the issue, you do have to remove bumper to change the bulb.
The bulb is $250+ from GM. $100ish aftermarket. GM labor to replace it is 3+ hours.
The entire assembly is $1300ish.

I had a light out on mine and it's a 2016. I removed the screws on the front side of the wheel well liner and was able to push it aside enough the access the back of the lights. I found that the connector had fallen off. I reattached it and it's been fine ever since. I was able to do this without jacking up the car or removing the wheel.

I tried this, but could not see a connector. maybe it fell off, but I could not find it.
It is under warranty? Did the dealer tell you it wasn't covered? I wouldn't worry about them fixing the car since they know how to do it. Any sizable shop that has worked on C7s has more than likely had several front ends apart. If they want to charge you for the repair negotiate with them a lower cost based on the low miles and age of the car.
Even if they charge you several hundred dollars it is probably better you let them do the repair Vs letting somebody who doesn't know what they are doing and there are a hell of a lot of them around. I don't know how many used cars I have looked at that have been cobbed up because the owner didn't have proper maintenance and repairs done because they didn't want the dealership to touch the car.

It is under warranty. After a full day at the dealer, I now have a deep scratch in my rear fender, scratched mirror housing, scuffed bumper, sctraches in plastic headlight, and still don't have a working headlight.
They replaced the bulb. They replaced the ballast. Said they fixed it. Got home. Still doesn't work. This is why people don't want dealers touching their car.

i totally agree about the dealers I have my sour experience.
for the headlight yes to replace the headlight (complete) you need to remove front bumper. For bulb replacement you can just remove the inner fender and get in there.
i don't have a Z06 but a 17GS that's the closes I got
You cannot Access or remove the bulb from inside the wheel house by removing fender liner. There is an inner reinforcement (looks like carbon fiber or some other strong material) that is glued in and blocking access. This may or may not be specific to the z06.
The bumper is fairly easy to remove. Just a few bolts and some clips.
Unfortunately the GM mechanic tried to half remove it and left it dangling from the bottom bolts, in a position where it scratched/gouged the outer headlight lens. I witnessed this. And since it sat hanging like that for hours, some of the panels didn't Line up correctly when they put it back.
Why can't they have a body man remove body panels???? Why a mechanic? I asked him how it went and he proudly said "it

Now I have to have it done all over again because headlight still doesn't work. Only now I'm stuck with the dealer I chose because no other service dept is going to fix their mistake.

They replaced mine as an assembly. It was under warranty, but cost $2700.00 each is what my service advisor told me. They actually had to replace it twice. Pass side.
I don't know what all was involved, but it didn't take long at all. I waited both times.
