That's not a completely accurate statement. You should "want" a tune to take advantage of the new flow and to get rid of the CEL, but you don't "need" one because the car will run fine but you may get irritated looking at the CEL all the time.

I don't know if I agree with this statement anymore as when I put the trinity mods on (Mamo ported throttle body, Borla X-Pipe, and Halltech CAI) the car ran poorly first, then threw a code. I think it is really dependent on if the car is running too lean or too rich after the headers.
