You may check with a vendor such as racingbrake.com (although speaking with him is a bit difficult to understand at times.) I'm not aware of anyone mainstream makes a steel to carbon conversion. Wilwood has carbon-ceramic rotors in an Aero6 kit that I believe could work with a C7. You probably already know, but the ABS module could end up doing some funky things once you change the pads/rotors.

It doesn’t really exist. You will need to convert to the c7 carbon brake or upgrade to the AP racing setup which also saves a lot of weight over stock. I’m selling a set with new rotors FYI.

There is a company in PA that makes titanium rotors that are ceramic coated. They made versions for C5 (and I think C6) and are for use on race or street. Cheaper then full CCBs and the rotors can be recoated a couple of times if memory is correct. Unfortunately, I don’t remember the company name, but they did provide brakes for circle and NASCAR.
