I'm looking to purchase a 2019 Zo6 2LZ/3LZ and have a question pertaining to the PDR. The question I have is if the zo6 has navigation does it have the PDR?? Or is the PDR an additional option once the vehicles is configured for Navigation. I tried researching my question but could find the answer to my question.

Navigation comes with PDR, package deal. Not all 2LZ cars got navigation, it was optional while it came standard with 3LZ. Beware though that there is also an "Onstar" navigation some dealers will say that the car has navigation on it.
3LZ cars got the On Board Nav with PDR
1LZ and 2LZ cars got the OnStar Nav unless the car was ordered with the NAV option. You can check by using the center dash display to select PDR and then determine if the PDR responds. The PDR also requires a 32 GB SD card formatted to FAT32 (most 32 GB SD cards are already formatted to it) and there should be an SD card slot to the left of the glove compartment behind the glove box door. If there is no SD card slot behind the glove compartment door then the car doesn't have Nav. or the PDR.
Sales people will stumble over this since most of them don't understand the difference.
To be honest OP, dont let the OE NAV hinder you at all. If the vehicle is 2016+ it either has or can have Android Auto / Apple Carplay. Both of their NAV apps are worlds ahead of the GM onboard NAV.

That is a good way to end up with a car that doesn't have the PDR as a number of people have complained about in posts/threads over the years the C7 was in production. The OP wants the PDR. whether the onboard nav is a good choice or not has nothing to do with it. If the car doesn't have an onboard nav it doesn't have the PDR.
