This is true but can they see the secondary cats on an x-pipe? Any CA guys here with an x pipe fail smog for this? I hope not, I like mine.
Those are just resonators on X pipe. Last smog I had done on my 19C7Z they didn't look at much, didn't run a sniffer either, just plugged in let it check the ECM and off I went. Unless you are setting an engine light I doubt high flow cats would fail these days.

I believe they are cats not resonators. They are just not monitored like the primary converters. If the could be seen the car would fail the visual, fortunately you can’t see them.

You are correct.
They are secondary cats not resonators.
It's why Cat buyers will purchase them when you take them off.
As long as your destination county/state doesn't do "visual" inspections and look specifically for secondary cats, you will be fine deleting the rear cats or installing an X pipe with high flow cats. The front cats are monitored and cannot be tampered with in states that require emission inspections. If your state just does the plug in OBD2 inspection test, then you will have no issues with rear cat deletes or aftermarket X pipes.

It really depends on how your region does testing, it varies widely. Visual, OBDII, sniffer etc
