Not at 25%. The requirement is to change the oil at least once a year regardless of mileage, or when you receive the change oil soon message on your DIC, whichever is first. The Oil Life System includes, miles, engine revolutions, other factor, and time. If you drive low miles, it will typically indicate a need to change the oil at 1 year. You need to change at least once a year regardless, Oh, and if the Oil LIfe is accidentally reset, you change it 3000 miles from the last change. It is all in the manual. And, you need to a 0W-40 dexos R rated oil if you wish to comply with the manual. There is currently only one: Mobil 1 Supercar 0W-40.

I'd recommend changing it to insure your engine/drivetrain warranty remains in tact. The below may help if you are contemplating doing it yourself. It's really easy.
C8 Oil Change Instructions:
Materials Needed:
Steps:
Reset the system whenever the engine oil is changed so that the system can calculate the next engine oil change.
To reset the system:
1. Scroll through the DIC Info Pages menu until the remaining Engine Oil
% is displayed. See Driver Information Center (DIC) 0 92.
2. Press and hold the thumbwheel on the DIC while the Oil Life display is active.
When prompted, confirm reset. The oil life will change to 100%.
If the CHANGE ENGINE OIL SOON message comes back on when the vehicle is started, the engine oil life system has not reset.
Repeat the procedure
C8 Oil Change Instructions:
Materials Needed:
- Oil: Mobil 1 Full Synthetic Engine Oil 0W-40 dexos2 or dexosR approved for 2020-2022, and Mobil 1 Supercar 0W-40 dexosR for 2023
- Mobil1 part number: 123875
- GM part number: 19370233
- Mobil1 DexosR Part: 126870 (for 2023 and up models)
- AC Delco PF64 oil filter GM# 25206966 (current version, your C8 may have previous version installed)
- GM 12695700 drain plug “o-ring”.
- Tools: 15 mm socket, torque wrench (if desired), oil filter wrench (cup type, 74mm, 15 flutes) and oil drain pan.
- Total Oil is 7.5 quarts.
Steps:
- Warm-up:
- Start the car and let it idle for 20 seconds or until the temperature reaches +150°F.
- Turn Off the Engine:
- Once the warm-up check is done, turn off the vehicle/engine.
- Drain the Oil:
- Locate the Oil Drain Plug (15 mm) and remove it.
- Allow the oil to drain completely, which may take 20-30 minutes.
- Check and Replace O-Ring:
- Inspect the O-Ring on the drain plug (part #12695700) and replace it if necessary.
- Torque the Drain Plug:
- Attach the Oil Drain Plug back in place and torque it to 25 N.m (18 ft torque).
- Replace the Oil Filter:
- Install the AC Delco PF64 oil filter (current version GM# 25206966)
- Add about 1/4 quart of oil inside the filter and apply some oil around the gasket with your index finger.
- Hand-Tighten the Oil Filter:
- Hand-tighten the oil filter to ensure a good seal.
- Add Engine Oil:
- Remove the engine oil filler cap from the engine.
- Pour in 7 quarts of Mobil 1 Full Synthetic Engine Oil 0W-40.
- Check Oil Levels:
- Warm up the engine to around 175°F.
- Once warm, check the engine oil level with engine running (see the manual for checking).
- The oil pressure should be around 27-32 psi.
- If more oil is needed, turn off the engine and add oil as necessary.
- Repeat the process of checking the engine oil level until it's at the desired range.
Reset the system whenever the engine oil is changed so that the system can calculate the next engine oil change.

If you actually do decide to do it yourself then take a video or a photo of the oil actually draining from the car. It will have a time stamp on it. I simply snapped a photo of all of the necessary supplies, my car on jack stands and the oil pan while the car was draining. Do I actually think I need that? Not really but I could just end up with a warranty claim and someone from GM with your attitude that simply decides to deny the claim, but I doubt it.

Schedule a service visit when it starts giving you messages each time you start the engine that say "Change Engine Oil Soon" (the oil life monitor will show a few percent left).

I try to post that info whenever the topic of first oil change comes up. I believe quite a few new C8 owners are a little intimidated by the sophistication of the sportscar. I just try to show them how easy the process is. Not only will DIY simply the process of taking your C8 to a dealer, but saves $, gives the owner a sense of accomplishment and perhaps most important confidence that the job is done right.

Unfortunately, the problem with free oil changes is that sometimes they are not free after putting up with dealer BS and them screwing up other stuff. Oil over-fills, leaking oil filters, spillage etc.. A friend of mind borrowed my Race Ramps a few weeks ago because the dealer tech evidently splashed/spilled oil into his rear diffuser panel when moving the old oil filter, causing oil drips. He finally had to removed the rear diffuser and clean all the excess oil out.

I have found a middle ground between doing it myself, and using the dealership. Through Word of mouth, I found an excellent muffler shop that is very close to me, and will let me completely watch the entire process, and help , by me opening the qts of oil , filling the oil filter, etc. etc. and I literally stand next to the guy as he does it. I tip him 10 bucks and the shop charges me 30 for labor. they dispose of all the oil, my back doesn’t hurt from getting underneath the vehicle, and I don’t have to use any jacks , lifts, jackstands, etc.… I keep all the receipts and also the repair order from the muffler shop.. Best of both worlds…
