For me, and I assume a lot of us on the east coast - if the live-stream skips or drops making it unwatchable, then off to bed it is, and watch it the following morning/day. The video will be captured and available to download no problemo.
You're backup plan should be to panic. Run around like your hair is on fire. Make sure to record video and upload to youtube. I will get the popcorn ready.
A YouTube livestream would be a nice guarantee of such an outage not happening. Google, which owns YouTube, has the infrastructure to handle any amount of traffic. Incidentally, A YouTube stream might even make the event aware to an even larger audience who might be outside of the GM contact notification list.... But hey, what do I know. The experts at GM have it all figured out.

My plan is my back up plan. I'm watching a recording of the first round of the British Open. Tomorrow, a thousand websites will have the Reader's Digest version of the reveal. Which is just enough for me. In good order, I want to see it in the parking lot at Wal Mart. At a day's light on the way to anywhere. I want to see it in the showroom when the salesman can't tell me they are $10K over MSRP. And they will.
If there are issues, it is likely to be between the venue and where-ever GM is streaming from. It will be only a couple of streams from the hanger to a server in some data center, and from there likely a multi-cast to the various upstream ISPs (who have customers to access the stream). It's really not the bandwidth hog (in terms of users) that it used to be. The biggest concern is the link to the hanger.

Lol. I'm glad some are super excited about the C8's debut. Hopefully, others like you are the ones who received tickets to the reveal.
If I miss it tonight then I'll see it when I see it. It will be plastered all over the place in the coming days.
My 9 year old daughter will not let me watch until Friday morning...when we can share the event together. So, I'll likely head to bed and attempt to fall asleep knowing all of the hubbub is happening...
