I can’t get a straight answer from anyone on who issues the refund. I did it through the online process and it showed on my card. I changed dealers who I gave a check directly too. I called the Corvette Concierge and they told me the dealer would be the one to issue and the dealership can’t tell me how it’s done and to contact Concierge. Has anyone had this issue?

I paid my deposit directly to the dealer. If I were to request a refund, it would be directed at the dealer.
Since you paid online using a credit card, I would think that the dealer needs to initiate the refund, just like any other online credit transaction. Just my thoughts on it.
Check with your card on who the money went to, if it is indeed the dealer, then it went into his account, he needs to cough it up and quit pointing fingers. Since you are not buying the car directly from Chevrolet, I would find it very hard to believe they have the funds.
If you put an Online deposit through the GM website for a specific Dealer here is what happens:
1.) GM gets the deposit from the online form.
2.) The dealer gets an EFT transfer directly to their bank of choice from GM
3.) They have to go in and verify the funds and dates of transfer.
4.) When a customer wants a refund the DEALER has to cut back a check to the customer. It cannot be Reversed as the Dealer is not the one that received the money initially.
We have had a couple of customers back out and this is how it works.
You can always dispute the charge with your card company if you are not getting anywhere, the card company will be able to go directly to source.
Disputing is the last resort. Usually this type of thing is just a miscommunication, however if you need to dispute a charge with any merchant, be sure to check with your card issuer, how much time you have to dispute.
One of my cards allows 60 days from the date the card was charged.
Also, keep in mind, the merchant will not only get dinged the full amount, they usually have to pay a fee which could be $25 or more.
Similar to a return check fee.
If disputing a charge is your only option, I would give the merchant notice that if you do not see a refund within 10 business days (for example), your only option will be to dispute the charge. This usually lights a fire under their *** as they don't want to have to pay the fee and it's a mark against them with their merchant processor as well.
Call your credit card company and dispute

I was told by dealer to dispute it even though they had money (it was transferred to there parts department for some reason). The reason is GM had the mother code so to speak, so it was easiest just to dispute, and dealer said they would not respond to dispute. Told my credit card company this and money was refunded.by my Credit Card company. Bizarre to say the least.

I forwarded this to my contact and it seems most logical. I also started a claim with my card as a plan B.
I may have to go this route after switching dealers. I've been trying to get my refund for a week. The dealer claims the refund should be posting any day now.
