When a dealer is given an allocation, they should start at the beginning of their list and take the first order that is allowed by that allocation. If the first person wants something that is on constraint and is not willing to change their order, then the dealer goes to the next person on the list. That process continues until the allocation is filled. Repeat process for all allocations they have in the cycle.

Maybe. It depends how many cars your dealer is allocated and what constraints are currently in effect. My dealer told me (pre-strike delay) my car would be allocated in either October or January. He had quite a few orders in front of mine that were on constraint for 1lt, or color choices that would have kept them from being ordered in October, and mine wouldn't have had any problem being ordered. If the schedule stayed how it was, and no one in front of me changed their order, I would have had a chance to sneak in to the October allocation. But, once the 1lt and color constraints were to be lifted in November, he would have had plenty of cars to fill the next two months up, and I could fall all the way back to January.
As it is now with no real idea of where constraints are going to be when they finally do start offering allocations again, it's anyones guess as to where they may fall. I know if my slot falls back more than a couple months, and delivery starts pushing end of spring instead of beginning, I'll be cancelling my order and just waiting for next year to get a 2021 in April.
You’re also dealing with Startup Restrictions. (See the chart above.) In other words, GM has made the decision to not offer certain equipment or colors at the start of production, regardless of parts availability or orders. The plant manager also has promised a slow startup to make sure things go smoothly with the first customer cars in limited colors and with specified equipment. In addition, so far no one at GM has said the startup timing will change, other than to say the first cars will be built in February. That means, for example, a color that’s constrained now could end up constrained by the original time period plus that two months (or whatever time setback) is imposed by the strike.
It will be interesting to see what production changes might be announced once GM knows for sure that the strike is over and when its employees are returning to work.
