It clearly says DCT filter every 20K MILE or every 3 oil changes. It will have a service life monitor like the oil and will tell you when to have it changed. Filter is changed separate from the fluid service interval.

It's gearing, weight transfer and traction. The engine is SAE rated at the crank - the graphs of which have been posted in here.

No... the motor is SAE certified, just like the LS7, LS9, LT1, LT4, and LT5 before it. They've all proven accurate. Gearing and traction matter. The car makes 2 shifts and is in 3rd gear when it hits 60. They can do this because the DCT loses no power transfer between shifts. If you read the presentation it talks about this when using launch control.
