Is it possible to remove the cover, install the plate and then reinstall the cover over the plate?

This would be similar to the C5 setup.

I saw earlier pics and it looked like a little Dremeling is required to remove some of the reinforcers on the cover.

Why on earth would you want to do this? It's the ugly solution. Just screw the plate to the recess provided.

I already went over this a while ago, but yes I think it could be done. I have not done it, but looked as soon as I got my car.

There are a couple of center ribs on the back of the cover that need to be dremeled off. Then the plate itself needs a couple of notches in the upper corners to clear the clips. Then I think it would work.
