You're not the first to report. Be prepared for folks to tell you the proper procedure for setting seat memory and exit position, but I don't think that's the issue. Both of my C7s (14 and 18) would randomly do exactly what you describe about 10-15% of the time, even though meticulous setting and re-setting per the proper procedure was followed. The other 85-90%, it operated perfectly.
My theory is that it may have something to do with occasional software "traffic jams" in the BCM. It could be analogous to a computer, which sometimes takes a long time to wake up, while most of the time it's instant.
