I submitted my spec for a c8 allocation yesterday. How does the GM staff know who has had the deposit in before another order?

It is up to the dealer to assign allocations to their orders in whatever order they want. That said, all the major dealers (and most other dealers) are using deposit date to sequence assigning allocations to orders.

If the question was about the order that GM builds the cars, after the dealer submits their orders for their given allocation (typically based on deposit date as mentioned above), GM then decides the order in which to build the cars for all the orders were submitted, not only from your dealer, but all the dealers that submitted orders.
