Guaranteed to be a premium colour. The only non premiums have always been Torch Red, Black, Arctic White and Silver. The first 3 don't change, ever, the Silver gets rotated.
The old Orange was a premium colour, doesn't make a lot of sense to bring in a new Orange to replace it and make it free.

Ceramic Matrix Gray and Elkhart Lake Blue are not premium colors. I don't remember if Shadow Gray was or not.
The only correct answer at this point is that we don't know. Since it's not a metallic, I would expect it to cost no more than $500 extra, like Rapid Blue.
