I have a TPW of 9/20/2021 and the last 8 digits of the vin.

Does this mean I am at the 3400 code stage?

Possibly being produced in the 3 week time frame?

TPW is the Target Production Week. So, your car is scheduled to be built sometime that week. Yes, with VIN and TPW your are at 3400.
