I just got a Target Production Week of November 15th. What does that mean as far as receiving it at the dealer?

I got the same, I'm doing a museum delivery though. I thing that's the targeted production week. So then transport after that?

Lots of variables that are still in play, even with a TPW. Will your car be built on a Monday? Probably sooner. Friday? Probably later. How far is your dealer from BGA? Will your car need to be held for another QA inspection? And, most importantly given that BGA is running only one shift, will your car even be produced during your TPW? TPWs are not guarantees.

Museum delivery adds a little certainty to it. They will contact you to schedule your delivery for 2 weeks after your build date. Don't delay getting back to them, as the delivery slots fill quickly.
