I got this from my dealer . My car was due to be built last week, hopefully this week. What does this "order number" mean? The item we are talking about are the splashguards.

It means that it will be built minus the splash guards. Try to source them thru the various GM parts dealers.
The order # is just a unique 6 character identifier. Every order that goes in gets a 6 character order "number." The specific characters have no meaning at all other than to uniquely identify your order.
Same thing happened with mine. I got a TPW of 10/18 and then my dealer called about the splash guards not being available. I deleted them from the order and bought an OEM set on EBAY for a little over $100. My 3LT was built 10/19, I sent them to Shane at the Museum, they installed them for $25 & I took delivery on 11/2.
