I'm not clear on which price you're being charged, but I'm also quoted almost double what I'm seeing here. $6K for entire car in Ultimate Plus. Lotta cars claiming $3K ish.
Even at $5K, I'll probably skip it and do ceramic coating again. California here also.
I am not sure of the pricing difference in Suntek and Expel ultimate but my package was nearly identical. I also had the side blades, rear intake area and upper windshield surround done. I am in central Pa and paid about $2300.

I didn't have it done. I have to do something soon. The previous coating is going away. I'll probably ceramic coat rather than PPF. Just too much for me. Then it seems you still should ceramic coat the PPF. People differ on that. But from my experience with PPF bra's, I've learned it doesn't seem to take much to tear the PPF either. I have two bras and both have small holes.
Yeah I have PPF on my Tesla. Just the front and while I am sure it did some protection, there's other obvious rock chips that went through and still chipped away the paint. I too am just considering ceramic coating. I had it done on 2 of my cars by Rose Detailing in Carlisle. I got a few quotes today for full PPF. $7500. It's just too much

Yes! My other car is a model Y. AMAZING HOW DIRTY THAT FRONT BUMPER GETS!! But yes, the bra got a hole within months! Mine cost around $500 for the bra, give or take. About the same for you? Xpel Ultimate I think.

Completely not necessary to do paint correction prior to PPF. PPF hides any imperfections. A waste of money if your PPF installer charges to do paint correction. Now, paint correction prior to ceramic is a must.
My .02 is on a new car that doesn't have any issues except maybe some light swirl marks, I'd agree. But anything except a new car, at minimum you are going to want to have it cleaned and clayed, possibly polished to smooth things out. And nowadays we have cars leaving the factory with overspray and runs. Also any existing deep scratches or chips. Anything that's not smooth will stick out, like small grains of grit that get embedded in today's soft clears.
All things considered I can't really blame any pro ppf installer that insists on at least some money for paint prep, because if they do a full bumper or hood install and the customer finds one little spec causing a raised bump, they're going to have to deal with that. It's a totally different situation having a customer demanding a rework/replace vs. doing it on your own or through a buddy.
Note - I am not a pro ppf installer, I am not in auto detailing in any way. But I've done several of my own installs using pre-cut kits and having seen my results, can fully understand why a business would push for prep work as part of their install fee. Maybe you are not the kind of guy that would not bitch at a business if you found a couple flaws under the film, but I'd go out on a limb and say most customers caring enough to pay to have ppf installed... would. So they have to protect for it to be perfect.

I would confirm the details of the ppf on that, material, wrapped vs. pre-cut, etc. My .02 they are high on tint and way high ceramic, but low on the ppf... but if they only have it as a package quote maybe they don't care about the breakdowns being all that accurate, just the bottom line. But if they'll do the ppf at $1300 (and it's good), and possibly the tint, use em for that. Then find a detailer to do your paint polishing.
$1700 for ceramic is nuts. At their rate you could prolly just ppf the rest of the car for that and be way ahead. Given their pricing on ppf maybe ask for a quote on that. $3,000 for a full car ppf is going to be way ahead of any ceramic.
