The car shouldn't have dust on it unless it was dusty before you put the cover on. The purpose of the cover is to keep the dust off. I've found that covers are sometimes there own worst enemies. Any dust between the cover and the paint can and probably will put fine scratches in the paint surface. I personally don't cover my cars for this reason. Installing and removing a dusty cover defeats the purpose. I don't dry clean my cars either. Doesn't make since to me to move that dirt around without washing it off with water before you put anything on the paint surface.

You can confirm this info by doing about 5 minutes of research on any of the sites or youtube channels run by detailing experts, or not, I don't care.
Please allow me to dumb and dumber this for you. Are you saying that if I use an Optimum mitt or fiber towel that has contaminants "from the last use" let's say a piece of grit or metal shaving it won't swirl if the mitt has magic water and soap?
You just can't fix . . .

You must have missed my post about having two dusters. "Wash one while using the other."
Can we both agree that whatever you use, if it is contaminated it's probably going to cause swirls?

You talk out of both sides of your mouth, you try and tell me the OP is concerned about dust on the cover and how to clean the cover and then you get into a long discussion about dust on the paint of the car. You need to make up your mind on where the dust is. Don't worry about me sleeping either, but then I don't worry about water in an engine bay.

Back to the O.P. .. It depends upon the quality of the cover. Any commercially sold cover (used indoors for an indoor cover or outdoors for an outdoor cover) will leave the finish exactly as it was when it was put on the car. You shouldn't need a leaf blower (unfiltered air? You're as likely to blow dust ONTO the car). If you want to use a detailing spray and microfibre cloth, it will surely POP when you're done in 5 to 10 minutes.
EASY PEASY.
