No idea but i'm very curious. I don't remember seeing that on my 21 and my 23 hasn't arrived yet. It sort of looks like there is a tab to open it, if you feel adventurous of course.

Pretty sure that's a coupe, not a convertible. The engine cover is different on the converibles.
Its a convertible. I'm sticking with the rear power window motor. I just tried it out. Open the tonneau in service mode. Put the ignition in service mode. Operated the rear window up and down with my hand on the plastic motor housing (awkward). I can feel the motor run when the window moves.
In the Service Manaul, its called a sliding rear window motor, and sliding back window motor. But I cannot find an illustration to confirm what it looks like. And, can't find it in the gm parts on line suppliers either.
That is an HTC picture in the OP. You can see the big gears for the top retraction mechanicals. I agree it's got to be a cover for the retractable rear window motor.
I can make some guesses as to what it is, but this is what is underneath the cover...

Its a vert. You can see the HTC gear mechanisms in the bottom of the picture. Foosh makes note of this in his reply to this thread.

That cover is covering the rear power window on the HTC cars, so anyone who said that, y'all get a gold star.
