@STXC8 Here they are for $1 each. You will need to create an account to see the price. Account is free. These guys are likely the actual GM supplier "Kent Automotive". They look to have every fastener GM uses.
At least that appears to be somewhat a specially screw to somewhat justify the cost. It's not just GM as Toyota wanted about the same for screws that hold the lower front bumper valance on and they were just typical hex head sheet metal screws.
I hate being screwed purchasing screws.

If they have one at the same length and pitch, they'll probably give it to you as the paperwork costs them more than the screw.
Fastenal makes Ace hardware seem like Walmart. Years ago they charged me $9.50 for a 6" 1/2" SS bolt that I later found for $0.50. Yep that's right. I was purchasing 25+ a month.

I'm trying to figure out what "fiberglass" cover he's talking about. Since he says he needs 20, I guess he's talking about the engine cover / heat shield for the HTC. Those are standard #8 / 16 tpi sheet metal screws. You can get a box of 50 for about $8 at Home Depot if you don't care about the torx head. You'll need a washer under each one to spread the load, though.
I had to buy some $6 bolts for my Miata for a plate that covered up the bottom of the engine that had worked themselves out. Hardly a Chevy problem. If you can find same length, pitch, etc you can buy another one though I found it wasn't worth my time to try and source one.

An $8 screw, no thanks. Something is wrong here. Either the dealer has the wrong price or GM made a mistake on the price list. Those high thread pitch screws are really common in automotive and should be around $0.30 each or less if you buy a hundred at a time.
Don't accept that mistake on the price, go to a hardware store, or Autozone. I'm sure you can find those for way less.

Here ya go, I needed 2 that were missing, these are used everywhere in the car, pack of 10, identical to OEM, only $7.99 with free shipping.
If it doesn't have to appear perfectly identical try McMaster-Carr. You'll undoubtedly find something quite close even if you must paint it. I've used them for decades with total satisfaction. Yeah, you may have to buy a box full, but it will still be far more reasonable than anything GM offers. All the best!
