Dealers get their allocation the first Thursday of the month. They get the constraint list (basically what models and options available) the second Thursday. That is when the dealer can actually start filling orders.
If the first Thursday is the first day of the month it all rolls forward another week.
I could be wrong but pretty sure this is how it works.
