My Z51 is a beast…and I love it! But, I hear and can feel a very slight “puff” sound and feel a very slight hesitation when the car is going through slow speeds especially in the morning driving out of my neighborhood. It occurs during gear changes. Anyone else having this concern?
The dealership service department says it’s part of Active Fuel Management. Anyone agree with this?
Yes, I have a noise, hesitation and shudder through drivetrain

It definitely seems AFM related. I think the transition may even be tripping up the DCT. It just doesn't feel right or imperceptible as other have said it feels on their cars. Car definitely feels like it's constantly transitioning states.
The puff sound is the transmission shifting, really audible at low slow speeds. Normal. It's all part of the experience of something new and different to what you are accustomed to.

Focusing on the bold, the "puff" sound you describe above are the valves closing for AFM. Quite normal. You will hear this and other noises you are not accustomed to hearing, given the location of the engine in the mid-engine configuration of the C8.
As to the "slight hesitation when the car is going through (at) slow speeds," that is the nature of the DCT and is not indicative of a problem. DCTs have to be driven a bit differently from automatics with a torque converter. DCTs tend to exhibit a lurching drivability character when driven at low speeds in parking lots or coming out of your neighborhood, especially when starting out in first or reverse. They don’t creep as smoothly as automatics in such situations because a clutch is being let out. Since you're not letting it out yourself, the pause is more noticeable and, sometimes, annoying.
It is just something you have to get used to, and you should try not to "idle creep" as much as you would in a car with a traditional automatic transmission. When at a stop sign or a stop light, you should come to a complete stop and only move when you can move enough to get to the next gear. It takes a little getting used to, but the "jerkiness" of the DCT is minimized if you treat it like you would a manual at lower speeds.

I suppose it could be AFM bacause the way you describe the noise is like that for some. But what's confusing is that AFM entry and exit (or transitions between V4 and V8 mode) is not typically coincident with gear changes. The car goes into V4 mode when cruising at a steady speed, neither accelerating nor slowing down. If you accelerate very very lightly it may stay in V4 mode, but much more than that and it transitions to V8 mode. In fact, if you are accelerating enough for an upshift - you would typically not be in V4 mode. If you have the Tour Mode theme on the display, there is a light showing V4 mode and you could check that before and after you hear the puff. I'm wondering if you are hearing the normal exhaust "pop" that occurs during a gear change, and gets more pronounced and sharper with harder acceleration.
