Dumb question
If you financed the car, the bank would receive and hold the title. MacMulkin will send you the paperwork you need to get the registration at the BMV, this sometimes takes 7-10 days, you should already have temporary plates and 30 days to get it registered. Enjoy!

i payed it completely off with MacMulkin and only payed the registration, taxes and dealer fee with the CD dealer. I’m guessing the DMV would mail the title and registration at some later date?

It was the two trips to DMV which were the real pain….hours each time as back in 2021 you couldn’t make an appointment for a vehicle inspection.

If the car was purchased out of state with all the required emissions but the paperwork wasn't processed by a California dealer then a separate smog certificate will be required. However a smog referee station (not test/inspection station) can verify the paperwork and provide a certification without requiring an actual test.

No one here is going to be able to tell him where he stands in the process.

.........................
I ordered my car from McMulkin with an October 2024 museum delivery. I had to make two trips to the DMV. One trip, prior to picking up the car in Kentucky, for a temporary registration and one trip, after delivery with the car in my possession, to complete the registration. The desk clerk at the first trip didn't know how,,,,or didn't want .....to issue a temporary registration for a car In Kentucky...even though McMulkin sent all the proper paperwork. The desk clerk had to fetch a higher up to come and tell her to complete the temporary registration. The DMV would not give me a paper tag.....all they would give me was a 5 inch square red window sticker which they said would allow me to drive back to California. Later I decided I didn't want to drive from Kentucky to California with no tags on the car, so I talked about this with McMulkin and they sent me a New Hampshire temporary paper tag! Back home with the car, I went to complete the registration....the DMV has to look at a physically present car. A problem came up when they want a smog inspection...me telling them and showing them the car had the RPO California smog option fell on deaf ears, so rather than fight them, I just drove to a smog station, paid $60, drove back to the DMV and to complete the registration. By this time I had about a 3/8 inch stack of papers dating back to my temporary registration...the clerk went through the entire stack line by line looking for something wrong, I suppose to deny giving me my registration. She couldn't find anything to complain about so I got my registration. All my paperwork from McMulkin came promptly by courier air mail.
On an unrelated matter l spent an hour on the phone yesterday with the DMV online assistance. Pretty emotionally drained after that hour. I really hate to think that we might someday have socialized medicine where we have to deal with a DMV for our health care.
