Default 2023 1lt corvette
Is it normal for the fan to stay on when the car is turn off. It happen once in a while.

Yes

according to the owner's manual: An underhood electric fan can start up even when the engine is not running and can cause injury. Keep hands, clothing, and tools away from any underhood electric fan

Yes, the engine computer will control the electric fans based on engine temps upon shut off.
