You can only manually shift in "M-Mode".
If you downshift in any other configuration, the car's computer will override.
You should not need to downshift in "Track-Mode".
The driver modes won't effect whether or not the DCT upshifts at redline. Using the M button on the console puts the DCT in permanent manual mode and it will bounce off the rev limiter. However using the paddles puts it in temporary manual mode. In temporary manual mode it is supposed to automatically upshift at redline.

Yes - it is if pushing the pedal to the floor is equivalent to "redline". That actual wording is "When in Temporary Manual Paddle Shift mode, the transmission will automatically upshift if the accelerator pedal is pressed all the way to the floor." If you are in first or second gear, must you have the pedal fully depressed to reach redline? It might even shift before full redline.
It does say this - and this statement is not limited to Temporary Manual Mode: "At maximum engine speed (rpm), auto-shifts will occur after a specified time period to protect the engine," but this will not be right away and would not appear to be relevant to the drag race dream context.
