I was shopping for new wheels ro replace my chrome wheels on my 23 stingray. It says my stock offset is 52mm and 64mm , ( f & r). From what I think I understand is that the "lower" the number, the "further " the wheel pokes out from the fender. If that's correct, would 34 and 44 mm be almost flush with the fender? That's the look that I want.
I just bought this car and have zero experience with corvettes. Have always kept rims stock.

The '32' or '45' is not a width. A wheel will be 20" x 11" or 20" x 11.5". They could have the same numerical offset of 35 but the wheel that is wider will sit farther 'out'. Offset is simply the distance from the centerline of the wheel and the mounting surface. Two wheel can cahve the same offset and one will sit much farther out if it is an inch wider for instance.
Kind of like the aspect ratio of tires. Every '30 series' tire does not have the same sidewall height. A 245/30 has a much thinner sidewall than a 315/30.
Each brand has their own version of whats the better off set so you will see the numbers fluctuate a lot.
on my personal experience we kept all of our wheels at a 19x8.5 38et front and 20x11 48et rear, the main reason for this is because everyone that is doing the same stock sizes are also looking to using the same stock tire sizes and when the C8 corvette was first released to us we noticed that anything below a 38et would rub on the mud flaps while turning, it would also cause issues for anyone that had a automatic lift suspension usually people set the lift to adjust while going into a drive way or speed bump and upon lift it puts the widest part of the wheel much closer to the most narrow part of the fender wheel arcs which caused some rubbing. also if you plan to lower your car stick to an off set higher than a 35et, yes although an aggressive 30et works on the front you still have to account for turning, bumps, body roll etc.
I know I'm in the minority, but I would never put wheels on a car that don't keep have the same center over the axle. Anything else puts strain on the bearings. Some people are fine with that, but not me. Also moving the wheels out means more debris on the sides of the car. More chance for paint damage.
Alt Forged 34, 45. OEM width. At first they seemed really out there, but after a few weeks of looking at them, they seem perfect. I will take some pictures tomorrow from more of a front view.

Moving the offset 10mm is not going to 'strain' anything. What do you make of OEMs that have different models on the same platform with the same hubs and suspension geometry and the offset moves? Do you think they didn't test it for durability?

No rub at all. They are perfect. They looked wide at first, but now they look perfect.
I tried to take some pictures to show how they fit in the fenderwell, but it is hard to get the right angle that shows that.
