I own a 2021 Corvette C8.Z51. I recently suffered minor damage to my rear bumper. The damage is on the rear diffuser. The color is carbon flash black metallic. I wonder if that color can be sprayed over. And what would a new rear diffuser cost. Would like your advice.

Yes it can be sprayed over. It's just automotive paint.
The diffuser is #7 in the diagram above. The MSRP is $438.37. Discount GM parts houses sell it for around $305. It probably comes primed, but not painted.
Thank you all for information. In the drawing of Zymurgy it is part # 2 which has to be repainted.. Does somebody know if that part can be disassembled without removing the whole rear bumper?
I went to a bodyshop. The bodyshop wants to repaint part #2 on the car. Not disassemble that part, paint it and then instal it back on the car. I am afraid that it won't be good quality.
What do you all think of that?

wont be an issue. they know how to mask off the car.
