If the system only holds 1 pint, why would you need “a lot more” to flush the system.
It's very hard to know exactly when a line is flushed, so you end up flushing more than you need. As such, I can easily see the dealer spending a liter or more for the job. Maybe years ago, I used to switch between ATE blue and Typ200, which would let me see exactly when a line is flushed. With the same color fluid, it's next to impossible.
