1,500 to 1,600 on cold start, initial idle is normal. Your ECU richens the mixture to help it run properly and warm up. Most modern cars do this. Think of it like a choke on an older carbeurated car. The idle settles down after a short period of time.
The high idle is 100% to light the cat during the warm-up cycle, which is the highest pollution event during normal operation.. There is no other reason for it. GM explains this in a tech bulletin that I do not have with me.
