I've searched a few different ways and not finding what I'm looking for.
First, I want to preface this post by saying I'm not interested in whether you think it's a good idea, or worth it, or your opinion in any way on whether I should or should not do this.
Second, has anyone ordered and received a Z06 with a standard wing and added/changed to the Z07 high wing? What all is necessary for this to be done? I am wanting to add it to my car that was built today and would like to know the process.
I searched high and low about this, found the part numbers and talked to a ton of dealerships in my area. What I learned is that no dealer is willing to perform the necessary modifications, despite buying all OEM parts. The only way I would be able to get it done is either go aftermarket and have them install it or find a shop willing to install the OEM parts and deal with the lack of a warranty on said parts.
Sigala Designs has a good install video on their rear wing and install it. I believe they use some of the OEM mounting bits and the ones that aren't OEM should mount the same way. They have a cover to cover up the holes from the low wing, but if yo go full OEM you'll need to get those holes filled somehow.
The first part of the video is the front kit. The rear wing starts a little after 19 minutes.
You're going to have extra holes leftover that will need filled. You can opt for cheesy plastic plugs like a kid with a 2004 Mitsubishi Eclipse would do or have it professionally filled, sanded, painted, and cleared. Even then, you'll probably be able to see slight remnants of where the holes used to be regardless of how good the work is. Since you asked: not a good idea and not worth it. Why go hacking up a brand new six figure car? Besides, the high wing is ugly anyway.

My neighbor has this wing and the quality sucks, plus it weighs twice that of the OEM. You'll hear arguments that all the Z07 wings flap in the wind and this is true except this wing does it considerably more.

To be clear, I have no experience with and was not making any claims to the quality of those parts. I was simply posting the video so the OP can see what the install is like, as the OEM one should be very similar.
Yes, in 2023 there are still people that don't quite grasp how internet forums work. You can Google that ish and go down a rabbit hole for 5 hours all to yourself. Post on a public forum and you're going to get opinions. Facts.

paragon did it with the matte black Z06 they had. They ordered all OEM parts including a new rear bumper. It was $$$$$$$. I have a long parts list on my FB messenger. Problem is getting the parts as they are now backordered. Sigala also makes a wing.

Shouldn't a body shop be able to make that bumper look like new? Assuming you took it to the right place

I've never had any holes filled on a plastic bumper that you could not find slight traces of the work showing through if you knew where to look. I imagine there are body guys that can get it right but I should think it would involve an experienced pro and painting of the entire panel. Kind of like filling a nice hole in your drywall. There is the DIY patch and spot paint half-assed solution but the proper remedy involves painting the whole wall. Even then, if you know exactly where to look, there will be a subtle depression in most cases.

What warranty would you need for an aero kit? There's no moving parts, nothing I could see that would break.

Even if the wing weighed twice as much, I doubt that would affect performance even in the slightest. I'd be curious to know actual weights though, you have the figures? As far as flap goes, yes all wings flap (pun intended). However if it's chassis mounted I would assume it's still doing it's job, especially when flexing. I'm no race engineer but unless you're chasing lap times, I doubt it will matter much

I'll be honest, the plastic plug doesn't seem so bad when you put it that way. At least that is a fully reversible option and only you and another trained eye would actually be able to spot it. Of course very cost effective too
I have a friend that put on the Sigala Z06 wing and it looks great!! They also make plates painted to match your car to cover the holes and they look just fine. If you didn't know where the holes were, you couldn't tell. JD

Would you mind snapping some pictures and posting for us? Especially closeups of the plate cover
