They're wickers, and yes--as with the ER, you get both high and low included. Winglets are tips for the ends of a wing. Wickers are for the trailing edge of a spoiler.

I just purchased my new Z06 almost a month ago from the dealer's lot. I only have these winglets that were on the spoiler. Nothing in the trunk. So, are these the high winglets? If so what does the low look like and should I have gotten them?
THe low ones look the same, they just don't come up higher than the top of the spoiler. They are even with the top of the spoiler.. basically just caps that cover the back of the spoiler. The car should have both of them. But dealer may have tossed them during PDI.

Yes, the car comes with both, mine were in the trunk when I took delivery.
Both of these pieces fit into a recessed area on the rear spoiler. GM also uses strips of two sided tape in addition to the four T15 Torx head machine screws to hold them in place.

All Z06s with that spoiler come with both, contact your dealer and tell them they owe you the short ones. Also make sure you got the rear brake ducts, they are supposed to be in the trunk as well, but many dealers install them. On the car the lower wickers are even with the main spoiler body and look like this:
