From what I gather in talking to Arun on this subject, with a tuner like EFI live and someone that know's how to use it, you can manipulate the car's comp to pass the e-test.

need to call Arun, I will let you know the actual readings as I have my E-test coming up in April. Im running a 232/234-112 cam and 205 heads.
Put it this way-any cam that makes power won't pass an e-test. The biggest cam that I know of that passed was a 230/234 on a 114-but that grind is far from ideal. Alot of the LPE cams since there on 118 centerlines but they really lack any power making capability-they are more or less designed for a Turbo or Maggie in mind-then they shine.
The 224/230 cam that I recommend to alot of people will pass 99.9% of the time.
The problem when it comes to getting cars to pass is the cats and the way the e-test shop performs the test.
Factory stock cats have alot more surface area and are a ceramic material which is more restrictive but will go a long way to making the car pass an e-test.
The aftermarket "Bullet" style cats that are used on most of the header kits will have a harder time passing. They are made from a metallic substrate material that flows very well but cannot pick as much pollutants.
There is so much that can go into a car passing or not passing, such as spark plugs-plug gaps, fuel additives, engine temperature, etc and remember there are alot of shops that wills set up the test for you to fail-just so you'll spend some money to "fix" the problem.

I have the high flow cats with my AR headers and haven't had an emission test with that setup. I have one comming in Oct. I'm only doing research now. I guess I could have the stock cats put back in if I have trouble.
Steve is yours a Comp cam? What's the valve lift?

Jim-it's not the lift that affects emissions but the overlap the cam offers. Typically more overlap equals more power.
