It's reasonable if they enforce it correctly, not use it to ticket trap people (which they have been doing). They also need to specify what a 'reasonable speed' is, since it's often impossible to move over in time on the 401/400/404/407.
On the 403 the other day, I saw a Peel Cruiser on the left shoulder ... doesn't sound bad ... but it was on the other side of the HOV lane ... so now you have cars in the HOV not sure what to do, because it was not in one of the lane change zones ... so some were braking, some were just swurving into the passing lane ... it was a mess.

Actually, you only have to slow down to 60 in the lane beside the emergency vehicle. If you're two lanes over, you don't have to. And that is what confuses people. You get the morons doing 90 in the lane beside the "incident", and other morons slowing to 40 two lanes away. Hence the brakes and swerving.
