I was referring to him using the HOV lanes by himself, and not having 2 other people with him or not trying to use mannequins, but whatever.

Don't liken his use of the HOV, but he's right these HOV lanes are ridiculous. The DVP is proof of that, it is literally bumper to bumper from 6am to 10pm every day.
