I did mine this weekend...painted rims..I have a lift in the garage so its easy to pull all the wheels...washed the crap off the inside of the rims where you normally can't reach it and then rejex them
the first time you have to remove and do a thorough cleaning. But then just take a sponge or whatever you use to wash the wheels and run it inside of the rim. If you wash inside everytime you wash your car, its quick and easy to maintain the hard work that you did when you took then off. Oh and dont forget to polish and wax them after you are done washing the rim when its off the car
For heavy cleaning removing them is best, but if you can't, just use a diluted all-purpose cleaner with a spoke brush to get all the hard to reach places. Rinse thoroughly and then wash with car wash soap.
When the wheels are cleaned and dry, put a durable sealant (ie. Zaino, Klasse, etc.) on them to make maintenance easier.
General maintenance shouldn't require more than car wash soap and water with brushes and mitts.

You might try Eagle One All Wheel Cleaner. Follow the directions and test an inconspicuous spot first.

strongest I have found, that does not contain lye or s. acid. It is citric acid based, and safe, when used as directed. Spray and rinse with no wiping needed. Amazing on barrels of wheels also. Just remember wheels should be cool, and must be wet first.
