According to this chart, and verified by others in here, it has about the same cutting power as Menzerna FP. People who use it and the more aggressive 39002 (approx. equal in cutting power to MIP) really like it.
I have it, and I'll sometimes do a quick pass with it after using #39002.
I think it is good to have something to use as a finishing polish after #39002, but the fact is that I don't think it accomplishes much. The 39002 really seems to leave a nice smooth surface without any visible marring. So I always question whether I really need the 39009 at all.
I wouldn't use 39009 alone - doesn't seem to have enough cut to take out water spots nor scratches very well. I use 39002 for that.
My suggestions:
use 39002 to do the real work.
follow-up 39002 with 39009 if you're in a hurry and need to buy a product available in local stores.
if not in a hurry, order Zaino PC fusion instead - as a final polish, it leaves a much cleaner surface free of oils, and ready for your sealant.
I do consider MFP-II and 39009 similar, and prefer Zaino PC fusion to either one of those, as a final polish.

Although some companies (3M) market two products, a polish and a swirl mark remover (SMR) they are both scratch removers and with the right polish / foam pad combination you only need one polish.

First used it on top edge of rear bumper/facia to knock out some real light scuffs (worked fine). Later, tried it on hood and it left alot of haze behind. Zaino/ZPC cleaned up my hood pretty well -- Have since switched to Menzerna P106FF.
