yes, as long as the battery isnt too low to start with. I have a little black and decker one that I use in the winter time if i forget to go start the car for a few weeks.
I use one as back up for my boat that I trailer to the lake. They work well. I loaned it to somebody once who got 15-20 minutes of hard cranking on it without completely draining the jumper's battery.

This is a nice unit - around $120. Will start the Vette, inflate tires, has emergency light. You can even plug in A/C appliances to it -- kind of cool to plug in a TV set during a power outage. Also nice and flat so it sits nicely in the trunk compartment of the Vette
If you've had any troubles with DBS, I think you should also spend the money to have an Optima yellow top - it will let you drain the battery about 1000 times before it loses it's ability to hold a charge. A must-have.
