1.) What is the best product to remove the yellowing on a plastic window, if it can be removed?
2.) I have been told I can use a high speed buffer to clean the window. If so how many rpm's wet/dry and product for polishing?

I see that you are not getting a response to your question. In my opinion there are many fine products to eliminate fine scratches and restore optical clarity but once they are yellowed it's a losing battle with plastic windows. If the rest of the top is in good condition I would look into just having the window replaced.
A friend of mine has a 1990 convertible. The rear window was so bad, you could not see out of it. I used Meguaires Cleaner Wax on it, by hand. It's as clear as can be, looks new again.
