After spending a portion of last weekend washing and
waxing/zainoing the car, it stills looks perfectly clean after
about 150 miles except the "butt". The back looks like
I just got off a dry dusty road.
Will a California Duster do the "deed"? If not any suggestions.

I would not simply dust off the back end. You're talking about dirt on there, not dust and to try to wipe it off dry will indeed swirl and scratch your car's back end.

Never wipe off road dirt with a quick detailer, NOR a CA-duster.
Like Josh says - this is the best way to cause swirlmarks.
You need soap and water to help lift and float this road dirt off the butt. No shortcuts, except you really CAN just mix a LITTLE bit of soap and water in a bucket and only wash this part of the car in about 3 minutes, if you're careful. Sometimes I only do that - with a low pressure nozzless hose, when I only want to clean the tail.
Usually, the best thing is just to do a full wash - even when you think the car is "clean", I'm always amazed at how much the shine wakes up if you give a quick wash.
