Is the Flex worth the difference in price from the PC (Approx $174 diff)
It appears as though the PC is a lot less powerful, so causing any damage can be mitigated. Can someone with zero experience use the Flex and not screw up the paint?
Can't say anything about the Flex but my PC works great.
From what I found out, the PC may not work as well on heavy oxidation or real bad swirls, but of the paint is pretty good condition, the PC should do the job

I have used every ROB we offer, and we have most including the Cyclo, and I suggest the Flex hands down. It is much more powerful, and usually satisfys most from ever looking to a rotary for polishing needs. Ive finally got them in stock too !

Even PC can damage paint if one does not understand or forgets where the pitfalls are and what not to do. You can do it even with hand under "right" (or should I say wrong?) circumstances.
No matter which machine you get you have to respect the physics and respect the machine. Physics say that even hardest paint in the world will get sheared off at the edge easily if one attacks it even with gentlest tool in the world but in a wrong way.
Personally I feel Flex is safe, maybe even safer than PC, in hands of beginner if one educates himself on proper use and puts that in practice. For more details behind my feeling please search for my posts with word Flex.
