The challenge is finding a product to reseal the lights for long term after polishing. I would suggest Opti-Coat 2.0 once they are polished back to clear.

yes, but almost as important is how you plan to protect all the hard work. If you don't they will immediately start to degrade again. In some pics it looks like you can still see the original coating GM used to try and protect them.
Opticoat didn't last for anything. You might as well leave it as-is, for all it did.
If you want to seal it, use an outdoor uv sealant from Home Depot or lowes and paint thinner mixed.
Those certainly don't look to be beyond repair. Adam's FOCUS 4" Polishing Pad Kit attached to either a Porter Cable Polisher or a cordless drill is very capable of repairing all but the most heavily damaged headlight lenses.
I've used them on a cordless drill to fix dozens of pairs of headlights without the need to wet sanding.
