Put Wolfgang Black Diamond Tire Gel on my tires and I don't think I let it dry enough before driving. It looked like tar on the car so I used bug and tar remover. This did not work. I used my fingernail and scraped some of it off but there is still remnants of it. Anybody know what I could use?

It should come off with washing, it is a water based dressing. You certainly can presoak or use any numerous cleaning products like P21S total wash also (its citrus based).
For any "gel" type tire dressing, you should follow a couple best practices:
1. Wash tires well with APC and consider a stiff brush
2. Dry tires well, especially around ribbing, before applying gel in an even coat
3. Consider rewiping tires 10 minutes after application to remove excess
4. Never use a sponge that has other dressings on it. Use one per product for best results.
