The "color" is under the "clearcoat", and the "white" areas you are seeing is clearcoat that failed.
The base coat, IE, the "color" is not really affected.
You have "clearcoat" failure due to one of many issues.

Faded white? Do you have a digital camera? Before I go offering some advice I'd like a pic, and then have you do a few tests on it.
