Just picked up a 99 C5 and today after having it detailed I noticed what seems to be holes in the clear coat, what if anything can I do short of a new paint job?
If you just had it detailed and there are marks like you described then it looks like you might have a problem. Gently run your fingernail againts the surface and if you can feel it "catch" in one of the holes, then besides a paint shop you probably have no other option. If you can't feel it try some 3M 39009 SMR and see if that will reduce the effect.
I can feel it and I could see fibers where the guys cloth caught on the edges of the problem area, It was the dealerships detailer, I bought the car just this pass tuesday so the salesman I worked with at Maxie Price said he would see what could be done, but I seriously doubt they will give me a new paint job so I will just have to see what I can do.
Sounds like it is either "solvent pop" from poor refinish or some work done by one of the "touch up" guys that go to dealerships and cover up chips, etc.
If you can provide a bit more complete details on this condition, may be able to tell you a bit more.
I have noticed it in about three places one of which where on the rear deck area. the others are on the hood including in the right pop up light cover.

I gather you have not noticed any color variance in these areas?
Acid rain creates etch, not pin holes, but we have seen some pin holes where the detailer used clay to remove heavy ferrous oxide particles, (brake/rail dust) leaving behind the corossive acids generated.
Doubt that is the case since according to your post the concern is localized.
I could possibly come up with several reasons, but not going to guess.
Not enough input, and don't take that wrong, the input I would need, based upon over 40 years of dealing with finishes, can not be provided here.

Hard to say, but does not sound good, for anytime there are areas for moisture and other enviormental contaminates to enter the paint/resin system, it can deterioate and that is not good.
