It seems that every road in Southern Illinois is being resurfaced now. Generally if I see they are prepping the road, I avoid it for a week or so and everything is OK. Last week though I go caught on a section with no where to turn off for almost half a mile. I ended up with a considerable amount of tar. I have gotten almost all of the "spray" off the fenders using a tar remover but there is a considerable build up in the wheel wells. It is caked on pretty thick. I have been thinking a pressure washer to loosen it up. Any other suggestions.
Road asphalt (tar) is a by product of crude refinement, oil.
Water doesn't do much to clean off oil, let alone asphalt, for that you need a cheap hydrocarbon solvent, ie, keosene will work just fine.
Spray it on, let is SOAK, for a few minutes, then re-soak and agitate with a stiff bristle brush, respray, let soak and agitate, you will see it desolving off.
Then with a water based degreaser or strong all purpose cleaner, spray, agitate and use the pressure washer.
