I just bought an 87' Coupe that has relatively new paint but it has been stored for a little while and has some surface (not to the paint) scratches and very fine scratches that look like maybe it was dried with a rough towel, what would be a starting point as fas as really cleaning this paint up and making it shine?

start with as little abrasive as necessary and work your way as necessary. I like the Menerza line http://www.properautocare.com/mengerbespol.html . They are extremely fine as abrasives go, and no real need for sealant/glaze. Follow up with your favorite wax.
I highly recommend a random orbital buffer (Porter Cable is my choice - coastaltool.com has the best price), a yellow and white pad from the link above, as well as the Menzerna polishes from the same place - properautocare.com
Menzerna polishes work very well, and you can go straight to wax after their final polish, and use the intensive polish for more difficult spots.
