Nope, I spoke to someone at Englishtown and was told either will pass regulations. The single layer is a good way to save $100. I bought the dual layer before I knew both would pass tech. :D But, I'm sure I'll be glad I did come the cold weather, this jacket will definately keep you warm. :yesnod:
