Flowbench experts check in...
I have a ported TPI base I want to have flowbench tested, the man running the shop needs to know how many inches of water they (intakes) are originally tested at so I have an accurate reading.
I understand most heads are tested at 18 or 28? in.

28" Water. It's generally recommended that the intake flows 10% more than the heads in order to not be giving up HP. You'll also want to port match it to the head's intake runners.

Heres what Id like to do...
Flow the base by itself
Flow a set of stock, and worked over stockers by themselves.
Flow each runner and the base together,
Would it be good to bolt the intake to a head, or a waste of time?
Suggestions?
Im pretty curious, but mainly it would be good info for C4 tech as far as solid info goes.
