The right heads and cam will give you 400 HP. All you need is a good breathing 350 to get there. Torque is another story; (Stroke). But, HP is a function of torque and RPM. Depending on what you want to spend, I would probably try to go with a 383 motor, but you can do a top-end only package for a lot less. The most "Bang for the Buck" is a top-end package, but if you have to do a complete rebuild, you might as well as go to a 383 and add a roller valve-train for smootheness and longetivity. :D

Depending on what motor you are starting out with and your goals a crate motors can be a good deal. http://www.sallee-chevrolet.com/sales.html has some good packages.
